WebTotal regular dividends stagnated around $25 billion from 1998 to 2002 and then rose to about $33 billion by 2005. A large fraction of the increase took place in the last two quarters of 2003, after the tax cut was signed into law. Dividends surged again by approximately $2 billion in the first two quarters of 2005, just after Bush was reelected.
